During dissolution, there are no MSPs and no parliamentary business can take place.

1. Decision on taking business in private: The Committee will decide whether to take items 5, 6 and 7 in private. 2. Update on secondary legislation: The Committee will take evidence from- Graeme Dey, Minister for Parliamentary Business and Veterans; Colin Brown, Senior Principal Legal Officer, Scottish Government Legal Directorate; Steven Macgregor, Head of Parliament and Legislation Unit; Fiona Taylor, Legislation and Propriety Manager; Luke McBratney, Policy Officer, Constitution and UK Relations Division, Scottish Government. 3. Instruments subject to affirmative procedure: The Committee will consider the following— Renewables Obligation (Scotland) Amendment Order 2018 [draft]; Early Years Assistance (Best Start Grants) (Scotland) Regulations 2018 [draft]. 4. Instruments subject to negative procedure: The Committee will consider the following— Licensing Register (Scotland) Amendment Regulations 2018 (SSI 2018/267). 5. Fuel Poverty (Target, Definition and Strategy) (Scotland) Bill: The Committee will consider its approach to the delegated powers provisions in this Bill at Stage 1. 6. Health and Care (Staffing) (Scotland) Bill : The Committee will consider further the delegated powers provisions in this Bill at Stage 1. 7. Update on secondary legislation: The Committee will consider the evidence it heard earlier.
